- The Board of Directors is the presiding authority of the League. Changes in the By-Laws, League Rules, Day to Day Operations of the League is subject to final approval of the Board of Directors. The League President represents the Board of Directors and enforces the day to day operation of the league, regarding rules and all administrators, staff and Coaches and volunteers of the league. The President decisions are temporary until ratified by the Board of Directors.
- The Board of Directors has the right to Interpret, Add, Amend, Revoke, Suspend, or Delete any rule contained herein in the spirit of fair competition, at any time.
- There is no such thing as a verbal approval from any league administrator. Every action regarding game play rules or any game rule variance taken by the league must be done in writing and approved by the League President and League Commissioner before the requested action is carried out.
- The League President and Commissioners have the right to remove anyone from a League activity at any time.
- The Commissioner schedules all games prior to the start of the season. A forfeit is considered a game. A team cannot play any unofficial game without the consent of the President. Any game that needs to be rescheduled will be done by the League only. The League determines the start of practices.
- All injuries on a practice field, game field or any League event is responded to by calling 9-1-1 .
- No member of the League will transport any player or cheerleader in an open air vehicle.

- Documentation Required for Registration:
- Original player's birth certificate.
- Original utility bill showing address of player.
- Parent Driver License. Only Parent or Legal Guardian can register their child.
- Declared Registration: A Parent may register a player without the required documents listed in item 1. This is a “declared registration” and the Parents agree to provide the required documents before a player can be “certified” to play games. The Player will remain “ineligible” until the registration documents can be provided to the Registration Committee.
- A Player may only register for one team. That Player cannot play on different teams. At no time may a player play in a different league and play in the NYFL. A Player may not play high school football and in the NYFL.
- Player and parent must be present at time of registration. Each Player must be present for player weigh-in. The League Scale will be the official scale and weight used for each player. The NYFL will allow a physical signed by a Doctor declaring weight as a means of meeting registration requirements for those out of town, however before practice starts, the player must have his weight certified by the league.
- A player who does not meet the Age, Weight requirements of a division cannot play on that division unless every competing Head Coach in that division signs an “Acceptance of a Player” form and approved by the League prior to the start of games. This “Acceptance of a Player” must be completed on the Official League Form. This form must be retained by the Head Coach in event the Player is challenged.
- Cash or Money Order made payable to the NYFL. No personal checks will be accepted.
- The cost of registration will be $180.00 for players, $200 for High School Division and $80.00 for cheerleaders (Cheerleader uniforms are NOT included in the registration cost.
- Up to 28 players are placed on a team, assigned by Zip Code. There is no reservation and registration will be done on a first come, first serve basis.
- July 31st is the official league age for Spring Season and July 31 st for the Fall Season. Whatever your age is on those dates is the “League Age” for that season.
- Children who attend High School are eligible to play in this league. Once registered with the NYFL and placed on a team, no player may be re-weighed for the purpose of changing of the player's division unless the Registration Committee is shown to have made an error.
- Once a player has registered with a team, that player must remain on that team unless the League Registration Committee has made an error OR both Head Coaches involved with the player agree to the transfer. The Parents are responsible for obtaining the Official Team Transfer Form from the League and having all required signatures before the player can be transferred. The League reserves the right to move any player to another team if it is deemed in the player's best interest. The player must remain in his/her appropriate division based upon age and weight.
- Players may move up one division they are profiled for providing a written waiver is signed by a parent or legal guardian, relieving the League and League's insurance company any responsibility regarding safety and/or negligence should the player be injured.
- All players must have a League Registration Form, embossed with the League "Paid in Full" raised seal and paid in full before player can participate in any NYFL event.
- Registration after March 1 st (Spring Season) and June 15 th (Fall Season) is considered a "Late Registration". As a Late Registration, uniform delays may occur as a result of not knowing sizes of those registering late. Uniforms are ordered one year in advance to the start of a season by the League. Late Registration may cause a delay in receiving uniforms by the start of practice. It is difficult for this league or any league to try and determine size of uniforms for players who have not yet registered with the league. Delay is in control of retailers of uniforms as to when the league will receive these products. Once registered, parents of the late registered players accept the terms of getting uniforms when the NYFL receives them.
- The Spring Season has an open registration meaning there are no restrictions by where a player lives for participation.
- The Fall Season NOW also has an open registration meaning there are no restrictions by where a player lives for participation.

- The Nevada Youth Football League does not provide player equipment (ie: Helmet, Shoulder Pads, 7 piece pad sets, chin straps, hard cup, socks or cleats.
- The Nevada Youth Football League does provide Game Jersey.
- It is the Coaches responsibility to check out game jerseys at the appointment time..
- It is the Head Coach Responsibility to pick up the Team Jerseys. Please contact the League Manager for pick up time.

- Head Coaches and the coaching staff participating in the program shall be held responsible for their knowledge of all National High School and League rules.
- The Head Coach is responsible for the actions of his Staff, Team Members, Parents and Fans because your actions will dictate the responses of those on your team.
- S.N.O.A. (Officiating) has the right to suspend Players or Coaches from games. In addition, S.N.O.A. has the power to remove anyone from an NYFL event. Any such suspension will be an Unsportsmanlike conduct infraction and will result in disciplinary action as defined in Appendix A, Rules Infractions and Penalties, League Personnel.
- Once a game has started, S.N.O.A. is the presiding authority on the field. The NYFL will not interrupt or stop a game or reverse a call because of Officiating. As in all sports, officiating is subject to human weakness and there will be errors, so expect them on a youth level of sports. Good calls, bad calls are part of the game.
- Prior to the start of a game, if a Head Coach determines there is a “conflict of interest” in officiating because of a family relationship with some member of the Officiating Crew, the Head Coach may request an inquiry from the Commissioner. If a conflict exists, the Officiating Crew will be replaced. This has to be done prior to the start of a game. Once a game has begun, the Officiating Crew cannot be changed.
- There shall be no more than eight (8) staff members per team excluding; a Cheer Coach, Team Mom, Business Manager, and EMT or first responder.
- There may be no more than thirty (32) players on a team unless authorized by the League Registration Committee or Commissioner. There is a limit of twenty (20) cheerleaders per team. Recruitment of Players and Cheerleaders is a Head Coach Responsibility.
- During games, all Head Coach, staff members and players must remain in the designated Coach's Box. Fans must remain behind the rope barrier and 5 yards from the Coach's Box at all times. Failure to remain away from the playing field will result in the game being halted until all fans, players and coaches are in compliance. No one may sit in the end zone and watch the games. No one may be on the opposing team sideline that you are playing.
- The Head Coach is responsible from preventing Parents or there Fans to enter the game field during competition. This will result in a 15 yard unsportsmanlike penalty.
- Show consideration for all personnel connected with the league at all times. ANY PHYSICAL, VERBAL OR PERSONAL ABUSE OF AN OFFICIAL….BEFORE, DURING OR AFTER A GAME WILL BE TURNED OVER TO THE LEAGUE FOR REVIEW. (See League Infraction Matrix) and may result in life time suspension.
- Any adult member of this league charged with a moral offense will be suspended from all NYFL events pending the outcome of said charge by the Grievance Committee.
- League officials - President, Directors, Field Commissioners or Game Officials (referees) have the authority to eject any person, (i.e., Coach, Players, Cheerleaders, Parents and fans) from any NYFL event at any time. Any person ejected from an NYFL event will be given seven (7) minutes to leave the event. The game played will stop until the person has left the event. If the ejected person refuses to leave an NYFL event, the NYFL will notify the Park Marshals to remove the person and the person will be charged with trespassing. The team associated with the person may forfeit the game.
- The Nevada Youth Football League reserves the right to accept, deny or revoke membership to anyone in the league at any time.
- All volunteer members of the NYFL must have a current volunteer application on file by the Head Coach and League and Coach I.D. Card to participate in the NYFL
- Any member, Coach, Volunteer, Player, and Cheerleader whose actions or activities are detrimental to the NYFL is subject to disciplinary action or dismissal by the League.
- No Alcohol, tobacco or drug use is tolerated at any League event, including practices.
- No profanity will be tolerated by the League.
- It is the Parent responsibility in the event of an injury to inform the Head Coach and to help assist in any insurance claims within 7 (seven) days of said injury and to provide the NYFL a copy of all Insurance Claims for verification with the Insurance Company. Unreported injuries or accidents not filed within 14 days of incident to the League President will not be accepted.
- Team Registration Fee is a Head Coach responsibility. You may ask parents on your team for assistance in finding someone, a business or person who can help meet the needs of a Team Registration Fee.. Asking Parents to provide additional funds to meet the Team Sponsorship requirement is strictly prohibited. Team Registration Fee must be paid to the League prior to the start of the first Game. After the first game has started, any team that has not met their Team Registration commitment will be ineligible for post season play. Any Coach who committed to have a Team and not pay the Registration fee will not be found a Coach in good standing with the league and will not be given a team in the future.
- Picture deposit of $300 is due to the League Photographer. The NYFL contracts with a photographer to offer the best price and quality and service based upon every team purchasing their pictures through the League Photographer. Teams that elect to use another photographer must forfeit their $300 deposit to the League Photographer per contract. Then the team is free to use whoever they desire.
- It is the Head Coach responsibility to cooperate with Parents on your team and to assist the Manager of the League in the distribution of Team Jerseys. The Manager of the League will provide you with a schedule for checking out Jerseys. You are expected to work with the Manager of the League and your Parents in getting your players "suited up" in time for practice and games.
- It is a Head Coach responsibility to have a Team Banquet/Award Ceremony at the conclusion of the season. This Banquet/Award Ceremony can be very basic with a simple certificate of participation and meeting at the local pizza diner or as elaborate as trophy presentations. Regardless, the NYFL expects every team to have a Banquet/Award Ceremony at Belagio. Team banquets must be held within six weeks of the conclusion of the team's last game.
- A Coach in good standing with the Nevada Youth Football League will meet every criteria in his Head Coach Agreement. If a Coach is not found in good standing with the league, the Coach may lose his right to return as a Coach in future seasons.
- All players and cheerleaders participating in the League must be registered with the NYFL. Failure to do so will result in a lifetime ban from the League. Any coach found with non-registered or non-certified players participating in a League event (including practice) will result in a lifetime ban from the League. Any non-registered or non-certified player found participating in a League Game will result in the forfeiture of the game by the offending team. Spot checks by League Administration will occur from time to time. “I didn't know” won't be an acceptable defense. It is your responsibility as a Head Coach to know who is on your team both Players and Cheerleaders.
- The Head Coach will not allow anyone to be working with children on your team (players and cheerleaders) who has not received an I.D. Badge from the League. This puts the Head Coach in a liable situation if the Coach permits anyone working with children without the knowledge of the NYFL.
- Coaches must re-apply for a team each year and must be approved by the League. Returning coaches have 1st right of refusal for a team, pending league review of disciplinary actions and/or grievances received by the League from the prior year.
- All coaches will have a background check performed by the Metropolitan Police Dept. and provide that background check to the League. Once this has been reviewed, an I.D. Badge from the League will be provided. This I.D. Badge must be worn at all NYFL events.
- Problems in the background check must be cleared before being assigned or working with a team.
- In the event of an emergency League meeting, a team representative must attend or there will be a $50.00 fine to the team for the first offense second offense you will be removed as the Head Coach of that team.
- At least one (1) team staff member or team trainer must be CPR certified, have basic first aid knowledge and be present at all practices and games. The team staff member name meeting these criteria's must be provided to the League. It is a Head Coach responsibility (not the NYFL) to make sure the team has qualified personnel to attend to an emergency situation. For serious injuries, call 9-1-1 .
- All coaches will refrain from handling any player by the facemask.
- Each Coach will have the opportunity to check the team roster on line 24 hours a day. The Coach will provide the league with a Login Name and a Password which will gain the Coach access to those on his team. The name of these children and personal information is to be kept confidential and not passed to anyone outside of your team.
- The Death Penalty: A Head Coach who fails to meet his obligation to the Team and the League will be suspended for life. Don't take a team and in the eleventh hour quit and let kids down on your team. It is the Head Coach responsibility to know the rules, play fairly and to keep the team together. A Coach that fails to organize his team and to complete the season is failing the Team, Players, Coaches and Parents and will receive the Death Penalty and not allowed to ever come back to the league. This will be enforced.
- The NYFL is very demanding to the Coaches on a Team. You do not have time to try and coach two different leagues or sports and maintain the commitment level required by the NYFL. Don't attempt to do this as it will result in the Death Penalty of the League.
- No one will be allowed int either endzone during a game (ex Players coaches parents) you must be on a sideline. You may not be on another teams sideline during the game you must be on your teams sideline Period failure to follow this rule can result in a forfeit of that game.
The Grievance Committee is set to assist problems that may arise from time to time in the League. A grievance may be called to correct problems on a Team, Players, and Parents or within the League.
A Complaint must be received within 72 hours of the infraction to be valid. There is no point in filing a grievance after the season is completed. There will be no more grievances accepted after the start of the 4th Week of the season. ( unless the player has signed up after the 4th week.) If a Player is found inegiable you will forfeit all games prior to the grievance.
Grievance regarding Player Eligibility can be challenged by a Team or Parent. This kind of a Grievance requires a $100 fee that is given to the League Commissioner with the written complaint. If the Complaint proves correct, the $100 fee will be returned to the originator of the complaint and action will be taken against the party that has broken the rules. If the complaint proves incorrect, the $100 will be given to the team who was accused of eligibility infraction.
The Grievance Committee is called by the Commissioner or President of the League. The Committee is comprised of at least three neutral members who will hear the complaints that the Committee has received.
Each Party in the Grievance will be heard. Each Party has the right to due process, and will be given the opportunity to provide evidence to their complaints. Each Party will be given the opportunity to present witnesses, video, sound bites, written documentation or any other form of evidence that will prove up their complaint.
The witnesses will have no more than five minutes to present their testimony and after three witness testimony, the Chairman of the Grievance Committee may elect to not hear any other collaborating testimony but will ask for any opposing testimony from a witness on the same party and may elect to not hear any more than three witness on an opposing testimony. This in the interest of time.
Once due process has been met, the parties will be asked to leave and the Committee will then make a final decision regarding the complaint that has been received. The Parties will then be invited back and the decision of the Grievance Committee is declared. A decision of the Grievance Committee is final and cannot be appealed.

Parents have the right to know that the League Commissioner prior to being granted a team has carefully selected each Head Coach. We have hundreds of applicants that the League Commissioner considers prior to making a selection who will coach a team. There is no exact science, but Coaches go through an interview process with the League Commissioner and Assistants. Each Coach is asked concerning his skills in working with children and parents and other members of a team. Each Coach is expected to provide his own Assistant Coaching Staff, Medical Personnel, Cheer Coach, Equipment Manager and others who are associated with the team.
Each Volunteer must provide a Police Back Ground Check to assure the League the suitability of working with your children. Each Head Coach must go through a certified Coaching Clinic before they are given a team. Each Coach is then given a Head Coach Agreement so that a complete understanding what the NYFL and the Parents on the team expect from the Coach. Once the Coach agrees, the NYFL assigns a team. After all this, these people are volunteers who are not paid, but give their time freely in working with your children. Be supportive for their talents and knowledge for they are teaching your kids football. These people are human and sometimes they have good days and bad days.
Parents have the right to expect the Head Coach and his staff to be personally working with their child during each practice. Practices are designed to help each player achieve their greatest potential and sense of worth to the team. As a parent, if you feel your child is being neglected or not participating in team practices, you are encouraged to notify the League Commissioner in writing as soon as possible so the league can correct the problem. This must be done in writing and sent to the league at 1651 S. Buffalo , Las Vegas , Nevada 89117 . Please do not call. Parents have the right to issue a written complaint regarding those associated with their team (ie: Coaches, Assistant Coaches, other parents etc.) only.
The NYFL is a big organization and nearly impossible for League Administrators to be everywhere at one time. If you believe you are being treated unfairly, we encourage you to issue a hand delivered written complaint within 72 hrs of the infraction to the League Commissioner. Unless we hear from you, the NYFL believes your team is operating within the guidelines as set forth by the NYFL. It is pointless to wait for the end of the season and issue a complaint when there is little that can be done. Please, understand the League needs your input.
In the event of an injury which requires an insurance claim, it is the Parent or Legal Guardian responsibility to obtain an accident report from the Head Coach (or league if necessary), complete all written requirements and to submit such claims along with the accident report to the insurance company within seven (7) days of the injury. A copy of all claims is to be given to the NYFL by the parent so the league can verify with the insurance company your claim. This is a Parent responsibility.
Participating Parents who assist the team in fundraisers have the right to accountability by the Head Coach where the team funds are being used. Parents should have a weekly meeting with the Head Coach to discuss fund raising events, how much funds are needed for approved activities, how much funds have been collected and how they are to be used.
The NYFL does not have any responsibility regarding team finances nor does the NYFL get involved with finances of a team unless funds have been misappropriated in which the NYFL will assist the team in prosecuting the offender.
Registration covers the cost of 7 regular season games in the fall for all levels. 6 (six) regular games in the Spring. Post-season play is by league invitation only. Because of City of Las Vegas restrictions regarding the NYFL game fields such as weather, schedules, maintenance etc. and other restrictions like the total number of teams in the league, Officiating Personnel, it makes it impossible to have every team enter the post season play. As a result, up to Eight teams in a division may be eligible to compete in post season play. Just because a team has paid a Team Registration Fee is not guarantee to a play off position.
Team Registration Fees is not a Parent responsibility. Team Registration Fees is a Head Coach responsibility, which he commits to at time of being granted a team in the NYFL. It is generally understood a Head Coach may ask Parents on a team to assist the team in finding a Sponsor for the team. A Team that has not paid the Team Registration Fee is excluded from play off competition. Team Registration Fees cannot be accepted by the NYFL once the Games have begun. It is the right of a Parent to inquire of the Head Coach the Status of the team in regards to Team Registration status.
It is contrary to the rules of this league to permit anyone including parents to use tobacco, alcohol or drugs at any NYFL events including practice. It is a Parent responsibility to notify the NYFL of any infractions.
It is the Parent responsibility to notify the NYFL of any use of profanity, sexual or physical assaults or any act of aggression towards anyone associated with the team. We need to keep our children safe.
The NYFL understands when organizing teams that many types of personalities are put together on a team. Please remember that Coaches and all Volunteers are not paid, but donate their time freely for your benefit. The NYFL will step in and do within reason everything possible to assure you will have a good experience.
Practice Fields are allocated by the Park and Recreation Department and not in the control of the NYFL. It is the desire of the NYFL to have a park within close proximity of your home, but not always possible. Teams in the NYFL may be asked (by Parks and Recreation Department) to travel great distances or to vacate one field for another. This is not in the control of the NYFL.
It is the Parent responsibility to make sure your player is ready for game. It is not the Head Coach responsibility. Each player must have his helmet, shoulder pads, 7 piece pad set, game pants, socks, cleats, hard cup, mouth piece, jersey and pants prior to start of the game and Player Id Card. All equipment is to be inspected by the Parent for safety and in good working order prior to the start of the game.
Parents must inspect the field condition to make sure their child is playing in a safe environment. If you deem something unsafe, it is your responsibility to remove your child from that event.
The League Photographer is an Independent Contractor and is not affiliated with the League. The Photographer is solely responsible for the distribution of all Team or Player/Cheerleader photographs, not the League. If you have a problem, contact the photographer.

Team Checking Account
- Each team raising funds must have a checking account. The League does not provide team bank accounts. The Head Coach or Team Manager must open an account with their team name (example: NYFL Panthers Rookies). The Coach or Team Manager must use their own identification to meet the needs of the bank they elect to use.
- It is a good idea to have two required signatures for team checking account.
- The Head Coach is responsible for maintain records of all checks written, receipts for items purchased to account to Parents on the team for their weekly meetings.

Additional Teams in a Camp
- The Head Coach will not accept, transfer or drop a player without first consulting the League.
- All Player transfers must be made before the first game of the season, by a letter in writing (Player Transfer Form) to meet player eligibility.
- The Head Coach may release any player with cause pending review by the League. The suspension must be in compliance with all League rules. All suspensions must be documented and forwarded to the League within 24 hours of the suspension.
- All Paperwork pertaining to a suspended player will be turned over to the League.
- The following are reasons for suspension during the season:
- Any player who misses four (4) practices without notifying the Head Coach can be cut at the coach's option, pending review by the League.
- Any Player who misses one (1) of three (3) practice during the week is ineligible to play in the first half of the game. Any player who misses two (2) out of three (3) practices in one week (assuming there is no bye week) cannot play in that week's game. EXCEPTION: CHURCH OR SCHOOL ACTIVITIES.
- All players must have active participation during practice with attention by the Head Coach being given to all players. Practices are designed to teach all players the game of football. A Coach will be replaced if a child is not actively participating during practice.
- Once a player has registered with a team, that player must remain on that team unless the League registration committee has made an error, OR both Head Coaches involved with the player agree to the transfer. The League reserves the right to move any player to another team if it is deemed in that player's best interest. The player must remain in his/her appropriate division based upon age and weight.
- Any player who voluntarily drops from a team or is removed from a team by the League or Coach, must immediately surrender Jersey to the Head Coach. The Head Coach is responsible to notify the league of any dropped players within 3 days of a player being dropped from the Team Roster.
- Team Registration Fee of $900.00 is due when the Head Coach is assigned a team and must be paid before the first Game. Any team that has not paid their Team Registration Fee prior to the start of the first game, the Head Coach will be placed in bad standing with the league. An Unregistered Team will not be eligible for play off competition.
- All funds raised by a team are to be used for exclusively for the benefit of the players and cheerleaders. Funds cannot be used for any personal expenses incurred by a coach, assistant coaches, cheer coaches, parents, etc. Personal use of any team funds by anyone will be considered misappropriation of team funds and maybe prosecuted by the Parents of that team.

- Any player who voluntarily drops from a team or is removed from a team by the League or Coach, must immediately surrender the Jersey to the League Office. The Head Coach is responsible to notify the league of any dropped players within 3 days of a player dropping.
- Team Sponsorships of $900.00 are due 2 weeks after the Head Coach is assigned a team. Any team that has not paid their team sponsorship prior to the start of the first game, the Head Coach will be placed in bad standing with the league. An unsponsored team will not be eligible for play off competition.
- All funds raised by a team are to be used for exclusively for the benefit of the players and cheerleaders . Funds cannot be used for any personal expenses incurred by a coach, assistant coaches, cheer coaches, parents, etc. Personal use of any team funds by anyone will be considered misappropriation of team funds and will be prosecuted by the League.

Counting Plays (A Coaches Responsibility)
- Each team MUST provide someone from there team to keep track of the number of plays each player participates during the course of a game.
- The Official Play Counter of the Team must sign their names and return the Team Official Play Count form to the Commissioner at the conclusion of the game.
- MANDATORY Play Rule: All players are to receive a mandatory ten (10) plays in every game, MINIMUM five (5) plays per half ( Except Collegiate Division 6 Plays per game 3 Per half.). Should a player not get their plays, he/she will start the next game until those plays are made and receive his/her normal ten (10) plays.
- The Mandatory Play Rule will be enforced during all games, including playoffs, championships and pro-bowl games. Plays must be contact plays, plays whistled dead by the officials, etc. are not considered a play.

Practices
- Each team will schedule a parents meeting during the first three weeks of practice.
- No teams may start practice prior to the official practice start date set by the League. A practice is defined as team conditioning, play walk-throughs, any contact between players, etc.
- Prior to the start of practice, a team meeting may be held, but No Equipment, including footballs, is to be present. This is not considered a practice. You may fund raise as a team prior to the official practice start date. Failure to comply will result in the Head Coach being suspended, regardless if he is in attendance during the infraction or not.
- Keeping attendance during practice is mandatory and must be available should a member of the League Administration ask for it. Head Coach will ensure there is sufficient water available during practices and games for players and cheerleaders. There are to be a minimum of two (2) water breaks during practices. A water break must be given after each 50 minutes of practice.
- During conditioning weeks, a maximum of 4 practices, 2 hours each may be held, per week. After conditioning weeks, a maximum of 3 practices, 2 hours each may be held, per week. A player must have 4 non contact practices and 4 contact practices before he can play in any game. If a player is found in violation of said rule the game will result in a forfeit.
- All players must have active participation during practice with attention by the Head Coach being given to all players. Practices are designed to teach all players the game of football. A practice is not having children watching the “starters” practice. Each child needs to be actively practicing on the team.
- Parents have the right to issue a complaint if there children are not participating in practices and games.
- The NYFL works closely with all communities regarding practice fields for each District. Location of Practice Fields, days and time periods are not in the control of the Nevada Youth Football League. The League desires that each District have adequate facilities for practice within their own Districts, however this may not always be possible. The different community principalities control practice fields.
- Every team that uses a practice field must leave that field clean. The NYFL will provide a practice field at the start of practice, however if a team is removed by the City or County or School District because the team did not keep the fields clean, the NYFL will not be required to find an additional field for practice. This may result in the expulsion of those teams in the NYFL. There will be no refunds.
- All issues regarding park schedules, maintenance, light problems, security is to be directed toward the Commissioner or President of the League who works with the communities personnel to resolve any issues regarding practice fields. THE COMMUNITY PRINCIPALITIES REQUIRES ALL LEAGUES TO HAVE ONE PERSON DIRECT ALL ISSUES REGARDING PRACTICE FIELDS RATHER THAN COACHES AND PARENTS TO MAINTAIN ORDER IN THEIR OPERATIONS. THEREFORE ALL PRACTICE FIELD ISSUES ARE TO BE RESOLVED BY LEAGUE ADMINISTRATORS AND NOT INDIVIDUAL COACHES OR PARENTS.
- If a team vacates a practice field without authorization from the NYFL, the Head Coach will be subject to a grievance by the Grievance Committee. This may put the entire team in jeopardy of further participation in the League.

Player / Cheerleader Code of Conduct
- DISRESPECT FOR AUTHORITY: Any act of disrespect by a player or cheerleader toward a Coach, Player, Cheerleader, League Official or Team can result in disciplinary action by the League
- FIGHTING: Any act of fighting or otherwise abusive behavior by any player, cheerleader or team will not be tolerated by the League. Immediate ejection of the instigating parties is mandatory, up to and including:
- Mandatory (1) game suspension
- Removal from the team for the season
- Possible (1) year suspension from the league
- (See League Infraction Matrix for further details)
- INTIMIDATION: Verbal or physical intimidation of opponents outside of the normal across the line talk is not allowed

Scouting
- Scouting is allowed, however all Head Coaches must comply with all regulations regarding scouting.
- An opposing team may scout DURING A GAME ONLY. This may include the charting of plays and hand written notes or use of electronic equipment.
- Opposing team's practices will not be scouted and the act of scouting is not restricted to the team's coaching staff, but can be committed by anyone (player, fan, friend, parent, etc.). All Head Coaches will be held accountable for any violation following this guideline.
- Coaches may exchange game film between teams.

Variances
- Definition: A player being assigned to a team, who resides outside of the defined team boundaries, who would not otherwise be assigned to that team, must have a variance granted by the Head Coach to participate on the team.
- No more than three (4) variances per team will be approved.
- Once a variance is granted, it may not be rescinded for any reason.
- Should a varianced player be injured, quit the team, or be otherwise unable to compete, no additional variances may be granted to the team.
- Only a team Head Coach, League President or League Commissioner's son/daughter does not require a variance.
- Family Variance
- If a player on one level of play has been granted a variance, siblings residing in the same household under a common guardian, in a different division may also play in that camp and are not counted as a variance against his team. However, the team must not be filled. In the event the team is filled, the player may remain in his assigned camp (provided the team has not filled), or be placed into the player pool.
- All siblings residing in the same household under a common guardian, playing in the SAME division AND team will be counted as individual variances to the team. (example: Twins playing on the same team will count as 2 variances.)
- Variance players must be registered with the League, and the variance approved by the League, prior to the 1st day of practice.

Uniforms
- All players must be registered and paid in full before they can participate. Players must have a doctor's signed physical turned into the coach before he/she may participate in practices or games..
- Two (2) weeks of conditioning practices are mandatory before any player is permitted to make contact. No equipment will be worn during conditioning practices.
- The League Manager will schedule the time and date for Coaches to pick up the team jerseys.
- Each team is to have there own Mox Box (parts) to maintain the players equipment once equipment.
- Participating players may keep individual team jerseys after the end of the season. Players who quit their team are NOT eligible to retain their jersey.
- Nothing is to be worn under the helmet during practices and games. No jewelry, bandanna or other related items or clothing should be worn during practices and games. No sweatbands are to be worn on the outside of game pants.
- All mouth guards are to be attached to the facemask.
- Shields are permitted and can be of "clear" type only.
- All pants are to be washed and returned clean.
- Sponsors or business names cannot be placed on uniforms or helmets.
- NO NICKNAMES ARE TO BE ON UNIFORM if placed on uniform the league will have you remove them.

Games
Zero Tolerance Rule for Cheating.
The League will not tolerate cheating of any kind. Any team found with ineligible players competing in any League event is subject to suspension of Play Off competition at the discretion of the League Administrators. Any Coach and/or Parent involved in the violation of this rule is subject to a lifetime suspension from the League.
- All games of the NYFL will be played under current National Federation of State High School Associations (NFHS) rules, with one exception. The Nevada Youth Football League rules for Starts divisions will supersede the NFHS rules. This is to ensure stricter rules and fair play is in place.
- It is the Head Coach responsibility to watch for changes in the game schedule. From time to time the Game Schedule will change AT THE LAST POSSIBLE MINUTE for a number of reasons such as weather, failure of officiating to show up, field maintenance or City Requirements to name some reasons why games schedules can change. If a team fails to be present with at least 11 eligible players, that game will be forfeited and a win will be given to the opposing team. A forfeited game counts as a game in the NYFL . IT IS THE HEAD COACH RESPONSIBILITY TO WATCH THE WEBSITE FOR GAME SCHEDULED CHANGES AND IF IN DOUBT CONTACT THE LEAGUE COMMISSIONER. CLAIMS THAT THE COMMISSIONER DID NOT CALL YOU WILL NOT REVERSE A FORFEITED GAME.
- After fifteen minutes of scheduled start time of a game where a team or both teams do not have eleven (11) eligible players present, or where the team does not have a coach, the Game Officials (S.N.O.A) or the League Commissioner will declare a forfeit or double forfeit. These games count as a played game.
- In some situations, a forfeited game may still be played providing the opposing team is willing to play the game, if officiating is available and if game field is available. The opposing team is not required to “give up” the win if the game is played. To play under these conditions, the forfeited team is required to pay $500 to the NYFL.
- Points After Touchdown (PAT) is as follows: A run is worth 1 points and a kick is worth 2 point on all levels from Rookies to Pro division.
- During games, there will be no persons allowed beyond the rope barricade. Only the Players and Coaches are permitted in the Coaching Box. Only people with League sideline passes (Coach I.D. Badge), which must be worn at all NYFL events, will be permitted on the field during games. Parents are not allowed to enter the game field during competition.
- MANDATORY Play Rule: All players are to receive a mandatory ten (10) plays in every game, MINIMUM five (5) plays per half. - The League will penalize any coach found in violation of the mandatory play rule.
- A player not participating in a game should still be listed on the roster and a notation by his name as to why he/she is not participating. Use the reverse side of the roster for long explanations. Reasons for non participation:
- Failure to make required practices
- Education/study difficulties.
- Team discipline
- Medical restrictions
- Parental discipline
- Head Coaches will provide a responsible volunteer to count player plays for their team.. The Play Count sheet is to be signed by the person keeping track of the plays for the team.
- The Head Coach is responsible for checking with the play counter to ensure all players are getting their required plays.
- Team Play Count sheets are the property of the NYFL and must be turned into the League Commissioner at the conclusion of the game. Failure to turn in a play count sheet will result in the Head Coach having to report to the League for disciplinary action. (See Appendix A).
- Under no circumstances are Coaches to switch player's jerseys during a game without approval from the League. A League Administrator must be present and a reason noted on the team roster. To do so will result in forfeiture of the game. Players are to keep the same number for the season unless the number change is approved by the League.
- The visiting team will provide a chain crew to work the game. No opposing players may work the chains.
- Two (2) water persons will be allowed on the sidelines, but must wear team attire or League sideline passes.
- A minimum of (11) players must be dressed and eligible to play at each game (High School Rules). Failure to meet this requirement will cause and automatic forfeit of the game of the offending team.
- League approved game balls will be provided by the Home Team (leather or composite - NO RUBBER).
- League approved game balls (these are the ONLY footballs approved for league game play):

All games will have a "stop and go" clock. The clock will stop the last two minutes of each half. Half-time will be 10:00 minutes long
All Divisions will play 10 minutes quarters.
The Start Division will have a free kick on extra points, field goals and punts.
There is a “ Mercy Rule ” in the NYFL. Once a team is up by 35 points there will be a running clock for the whole second half. There will be no onside kicks of passing allowed by the winning team.
Should the League determine a Coach has intentionally "run up" the score; the Head Coach will be suspended for next game.
The Home team will always setup on the West Side of the fields. The Visiting Team will always setup on the East Side of the fields.
Field Markers are to be set up on the East side for all games. The Visiting Team (east side) will provide the chain crew. Please be careful of chains and boxes. The team will replace the cost of intentionally damaging this equipment.
Upon conclusion of your game, do not empty team water jugs on the fields or in the player's box. Be considerate of the teams, which must play after your team.
Each team is responsible for cleaning their sidelines after the conclusion of the games. Failure to do so will result in a monetary fine of $100.00 to the team and a one game suspension of the Head Coach.
A team's failure to pay an assessed fined within one week from the date of infraction will result in Head Coach Suspension.
You must be at the jamboree with your team ready to play on jamboree day if not it will result in a 2 game forfeit.
You must check in 30 mins prior to the start for your game no execptions. There will be a $100.00 fine for not checking in on time.

Protests
- All protests must be in writing and given to the League Commissioner within 72 hours (3 days). P
- Player eligibility is permitted to be protested as well as weight. The player may not gain more than 10lbs.(Collegiate 15 lbs.) from Player recertification day which will be determined by the league.Once a player has re weighed and if he is within 5 lbs. of the highest age and weight in his division he will be considered a bubble weight player which means that player can not game more than 10 lbs for the whole season including playoffs. That player will have to weight before every game. If the player is over the 10 lbs. mark he will not be eligiable for that game.The League has the right to move said player up a division to make the weight.
- Game Officiating is NEVER permitted to be protested. Good calls, bad calls is part of the game.

Playoffs
Post-season play is by league invitation only. Because of certain restrictions regarding the NYFL game fields (weather, schedules, maintenance etc.), total number of teams in the league, Officiating Personnel, it makes it impossible to have every team enter the post-season play. As a result, up to Eight teams in a division may be eligible to compete in post-season play. Because a team has paid a Team Registration Fee does not guarantee a play off position, however if a team has not paid their Team Registration Fee are automatically disqualified for Play Off Competition.
When required, the NYFL reserves the right to add teams, adjust game schedules (regarding time) and fields.
When possible and when qualified to do so, The top 8Teams from each division will enter the playoffs. Teams must have paid their Team Registration Fee in full prior to the start of games to be eligible for post-season play. Team participation in playoffs is by League invitation only.
Sample Playoff brackets are as shown:

Determining Playoffs seeding, the following will apply:
Seeding criteria - #1
The team's regular season record.------If there is a tie, go to criteria #2.

1st tiebreaker is heads up (who beat who). If NO heads up game, go to criteria #3.
Seeding criteria - #3 Quality of wins - Team with the highest points total wins - (see numbering table below).

2nd Place Team or Teams = 9 - points
3rd Place Team or Teams = 8 - points
4th Place Team or Teams = 7 - points
5th Place Team or Teams = 6 - points
6th Place Team or Teams = 5 - points

9th Place Team or Teams = 2 - points
10th Place Team or Teams = 1 - point
Teams get points for WINS Only. Teams that are tied with the same end of season records are worth the SAME points. Forfeited Games receive no points.
EXAMPLE: -- Two teams tie for first with the same record - ( 7 - 0 ) - and there is NO heads up game between them - The "Quality of Wins" format now comes into play.
Based on a seven game schedule:

Seeding Criteria - #4
A coin toss - One Toss Only - the Winner is the Higher Seed.
A League Official will decide what side of the coin represents which team and then toss the coin (letting it hit the ground) in front of the coaches that are representing each team. (No more than two (2) coaches per team).
If a team has no representative(s) at the coin toss, the other team wins the coin toss by default.
If neither team has a representative at the coin toss, a League Official will decide what side of the coin represents which team (in front of a witness) and then toss the coin (letting it hit the ground). The winning team will then be seeded in the appropriate position. Back to Top

Pro Bowl (Fall Season Only)
- The Pro Bowl is a good will event in which the players who have been selected is honored for their contribution to their team and to the sport. Players do not receive trophies and there is no designation of first place of second place in this event.
- The Pro Bowl gives each player an opportunity to play with the best of the best. Each player receives a Commemorative Patch (which can be placed on their team jersey in the next season) or a Medallion along with a Pro Bowl Jersey acknowledging their Pro Bowl status.
- The game played is a token game.
- The Heads Coach with the best season record in the division will be the Pro Bowl Head Coach, pending League review of disciplinary actions and/or grievances received by the League. Should a coach decline to accept the position, the coach with the next best record will become the Pro Bowl Head Coach.
- The Pro Bowl Head Coach will select the coaching staff for the Pro Bowl Team. At least one (1) coach from each team participating in the Pro Bowl will be selected as an assistant coach. A maximum of eight (8) Pro Bowl coaches will be allowed per Pro Bowl Team.
- Coaches from each team will nominate players from their team for the Pro Bowl. The Coaches of the team will do this selection. Should a Pro Bowl team have less than 32 players, the remaining open positions will be filled from the Pro Bowl Head Coach's regular season team.
- Players participating in the Pro Bowl MAY NOT play both ways (offensive and defensive positions). The Head Coach nominating a Pro Bowl player must designate whether that player will be an offensive or defensive player. Even number on jersey will be offense and odd numbers will be defensive players.
There is a $35.00 (cash or money order made payable to the NYFL) per player fee for each child participating in the Pro Bowl event. This should be discussed with the parents involved prior to the selection of players to that event. This is a scheduled game outside of the League season games and play off competition, honoring the most deserving athletes of a team. These funds are used to pay for additional officiating, practice field and game field usage and commemorative playing jersey and patches (or medallion). These funds are to be paid to the Head Coach and given to the League no later than one week prior to the Pro Bowl event.

This league is your league. All coaches, assistant coaches, managers, league administrators are volunteers who work with children with one purpose, to teach your children football and cheerleading, good sportsmanship, fair play and a desire to do all of this with fun.
Look from the eyes of a coach who stands at the head of a team of 32 new players and cheerleaders along with parents with a variety of different backgrounds, views and sense of directions. These coaches are doing their best to pull this entire group of people with one purpose and that is teaching football or cheerleading and having fun. Support your coach. You may not always agree with his decisions, but support the coach. If you find it is not going the way you desire, please contact the Camp Representative in your area. If that does not resolve the issue, contact the League Commissioner who has the last and final word.
About uniforms. The League has to order uniforms nearly one year in advance in order to receive them by game day. The league has to guess on the various sizes of players and the number of children on a team. The "crystal ball" method is not always the best, but the administrators of the League do their best to guess the size of your child
Practice Fields. The League, like all other organizations in the communities, puts in a request for various practice fields around the city. We request the closest available field that we believe is in close proximity to where you live. The League does request the selection of practice fields, however the City or County Parks and Recreation Departments do the final issuing of these fields. This is not in the control of the League. These fields can change during the course of a season at the direction of Parks and Recs.
The League submits game schedules to the City of Las Vegas , Parks and Recreation Dept. for game day and time. Again, this is in the control of the City of Las Vegas , who works closely with their maintenance crews to keep the parks in the best possible condition. The League must work with these various agencies for the best interest of everyone.
The League cannot guarantee that we will have certain practice fields or play on a particular time schedule. From time to time, we cannot guarantee that all family members will be practicing on one fields, however the League will do their best to accommodate all needs of families, as long as the request adheres strictly to the League rules.
Individual Player Equipment. The NYFL regrets that it can no longer provide player equipment. This is as a result of leagues around the country being sued and the rising cost of insurance (who are forced to defend lawsuits) if we do provide it. In addition, for years the public has been a challenge in getting back equipment that belongs to the NYFL. In the past five years, the NYFL has spent nearly two hundred thousand dollars replacing this equipment.
